Fue fundado en 1906 por Roger Williams, un ciudadano del Reino Unido que había hecho una gran fortuna en el sector primario del África oriental británica. Al detectar una oportunidad de mercado y en busca de diversificar sus inversiones, Roger fundó el Imperial. Inicialmente, el Imperial tuvo algunos problemas financieros, en especial en cuanto a la gestión del flujo de caja y la liquidez. Roger operaba el hotel como una empresa unipersonal. Para el año 1920, el Imperial era el hotel de playa más famoso de Mombasa: tenía una imagen empresarial muy positiva y una reputación merecida por su arquitectura espléndida, su servicio de alta calidad y su ambientación elegante. Mantuvo su reputación por varias décadas, hasta los años cincuenta. La década de los cincuenta fue muy turbulenta en Kenia. Tras la segunda guerra mundial, en todo el imperio británico surgieron movimientos independentistas.
